Registration can be denied in the interests of national security or public policy, or if the person within a period of 5 years immediately preceding the application was sentenced to death or a prison sentence of at least 12 months, is not of good behaviour, is a danger to public safety, has been declared bankrupt, or has insufficient means to support him/herself.
